Panama reaffirms its support for Morocco’s sovereignty over its entire territory and backs the autonomy plan for the Sahara

The Republic of Panama on Monday in New York expressed its support for “the sovereignty of the Kingdom of Morocco over its entire national territory” and affirmed that its embassy “fully exercises its consular jurisdiction throughout Moroccan territory.”
The position was expressed in a joint communiqué adopted following a meeting between Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, and his Panamanian counterpart, Javier Eduardo Martínez-Acha Vásquez, on the sidelines of the 81st session of the United Nations General Assembly.
The document further specifies that “the Embassy of the Republic of Panama to the Kingdom of Morocco fully exercises its consular jurisdiction across the entire Moroccan territory.”
The text also highlights that Panama welcomes “the momentum driven by Resolution 2797 (2025), based on the autonomy plan under Moroccan sovereignty.”
The Republic of Panama considers Morocco’s autonomy plan, presented in 2007, to be “the only serious, credible and realistic basis for achieving a political solution to this regional dispute,” the joint communiqué adds.
Panama had decided to support Morocco’s autonomy plan for the Sahara, convinced that this region should remain “under Moroccan sovereignty,” Javier Eduardo Martínez-Acha Vásquez told MAP following the meeting.
The Panamanian official also stressed that relations between Morocco and Panama, under the leadership of His Majesty King Mohammed VI and Panamanian President José Raúl Mulino, are currently at an “unprecedented level of excellence.” He also praised Morocco’s leading role in promoting stability at the regional and continental levels.
