The Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita, and his Chinese counterpart, Wang Yi, signed on Friday in Beijing a memorandum of understanding aimed at establishing an official mechanism for strategic dialogue between the foreign ministries of the two countries.

This initiative seeks to reinforce the legal and organizational framework of bilateral relations, building on the Strategic Partnership Declaration signed in May 2016 by His Majesty King Mohammed VI and Chinese President Xi Jinping. The declaration provides a solid framework for cooperation across multiple areas, including politics, economy, and culture, emphasizing mutual understanding and respect as the cornerstone of the dialogue between Rabat and Beijing.

The new mechanism goes beyond a mere technical agreement; it reflects the two countries’ intention to develop a permanent high-level diplomatic coordination channel. This will allow them to monitor developments in international and regional issues of shared interest and present a joint vision in international forums. It will also help expand economic and developmental cooperation, particularly in investment, infrastructure, and modern technology sectors.

Analysts note that establishing this mechanism represents a new building block in strengthening mutual trust between Morocco and China. It enhances Rabat’s ability to leverage its international partnerships to bolster its regional and global position while providing China with a reliable partner in North Africa to continue expanding its economic and diplomatic influence across the continent.

This step also reflects Morocco’s vision to reinforce its role as a key actor in regional stability and to play a constructive mediating role in regional and international affairs, benefiting from its balanced relations with major global powers such as China. For its part, China sees Morocco as a gateway to strengthen its presence in Africa and support its strategic economic interests through a long-term partnership based on mutual respect and shared interests.
