A New Strategic Agreement Between Morocco and the United States Enhances Air Capabilities and Opens Avenues for Defense Industrial Cooperation

The Moroccan capital, Rabat, witnessed a significant milestone in Moroccan-American military cooperation with the signing of a new agreement between the U.S.-based L3Harris Technologies—one of the world’s leading defense and aerospace technology companies—and Morocco’s Administration of National Defense. This step represents a qualitative extension of the robust defense relations between the two nations and reflects the strategic vision of both Rabat and Washington toward deeper partnership in security, defense, and advanced technologies.

Commenting on the occasion, U.S. Deputy Chief of Mission in Rabat, Stephanie Miley Cotrona, expressed her pride in attending the signing ceremony, stating that the agreement marks “a pivotal moment in the ongoing partnership between the United States and Morocco.” She emphasized that this partnership is reflected in the mutual commitment to strengthening Morocco’s capabilities, particularly in the operation and maintenance of C-130 Hercules military transport aircraft—considered a cornerstone of Morocco’s air fleet.

The new agreement with L3Harris goes beyond the modernization and upgrading of aircraft. It also includes strengthening local capabilities through the transfer of knowledge and technical expertise, which is expected to deepen Morocco’s integration into international supply chains in the defense industry. Furthermore, it is set to contribute to the training of Moroccan engineers and personnel through joint programs and the development of advanced technical and logistical support platforms.

It is worth noting that Morocco is one of the United States’ key non-NATO allies, enjoying long-standing and close military ties. These relations have witnessed significant growth in recent years, whether through the annual “African Lion” joint military exercises or through strategic arms deals, including F-16 fighter jets, Abrams tanks, and advanced defense systems.

Amid ongoing geopolitical shifts in the region, this agreement reaffirms the U.S. commitment to supporting Morocco’s security and stability, and reflects Washington’s confidence in the technical and human capabilities of the Royal Moroccan Armed Forces, which have demonstrated a high level of readiness in various regional and international missions.

This cooperation also signals Morocco’s determination to modernize its defense industrial infrastructure in line with its strategic vision to develop an advanced technological base. This aims to reinforce its industrial and military sovereignty and enhance the operational readiness of its armed forces to face emerging security challenges.

The agreement opens new horizons for joint investment and lays the foundation for a cross-sectoral defense cooperation framework that contributes to building a more secure, stable, and prosperous future for both nations.
