Unprecedented Consular Appointment Movement: True Equality and a Strong Signal to Raise the Ambition of Serving Moroccans Worldwide

Rabat / Meryem Hafiani
The recent wave of appointments within the Moroccan consular network, initiated by the Ministry of Foreign Affairs, African Cooperation, and Moroccan Expatriates, represents one of the largest renewal operations in the past decade. It covers 22 positions out of 60, more than one-third of the total, in a strategic move that goes beyond a mere administrative adjustment to send a strong message aimed at raising the ambition of serving Moroccans abroad.
A Close and Effective Field Diplomacy
This movement highlights the intention to move beyond traditional procedures to establish a demanding, close, and responsive field diplomacy. The consulate is no longer just an administrative front but has become a vital lifeline for Moroccans abroad, responding to their needs and providing protection and support across various fields.
Expansion and Reorientation of Priorities According to Demographic Distribution
The new appointments reflect the Moroccan state’s strategy to maintain a structured and effective presence where the main Moroccan communities reside. The countries concerned are France, Spain, Italy, Belgium, and the United States, demonstrating a commitment to increased presence in priority areas for Moroccan citizens abroad.
True Equality and Opportunity for Women
Women represent 45% of the new appointments, a deliberate choice that reflects the ministry’s belief that competence knows no gender and that equality should be the norm, not the exception. Each female appointment to the position of Consul General sends a message of hope to all young Moroccan women aspiring to positions of responsibility.
A Balance Between Renewal and Experience
This movement combines dynamism and continuity, with 11 cadres newly appointed to their first consular posts, 7 reassignments, and the return of 4 experienced Consuls General. This composition ensures continuity in performance while integrating profiles capable of meeting the current challenges of consular representations.
Expanded Consular Missions
Today, consulates represent an integrated network of human connections, economic diplomacy, and social protection. They operate within a framework of efficiency, proximity, and exemplary public service, going beyond traditional administrative tasks to become a core element of the Kingdom’s diplomatic strategy.
The Kingdom’s Vision: A Human and Rooted Diplomacy
This movement embodies Morocco’s vision of a human, mobile diplomacy deeply rooted in local realities. The consulate is no longer just a diplomatic back office but a true civic showcase and direct point of contact with Moroccans worldwide.
Thus, this new consular dynamic breathes new life into Moroccan diplomacy — closer, more feminine, and more efficient — elevating its services to meet the growing expectations of Moroccans worldwide and reaffirming the Kingdom’s commitment to serve its citizens wherever they are through a modern and renewed consular network.
