One year after the launch of the Global Governance Initiative (GGI), Chinese Ambassador to Morocco Yu Jinsong speaks exclusively to ALDAR about the progress made under the initiative proposed by President Xi Jinping, while highlighting the strategic convergence between Rabat and Beijing and the prospects for closer cooperation between the two countries.
In the interview, Ambassador Yu underscores Morocco’s role as one of the first countries to support the Global Governance Initiative and as a founding member of the Group of Friends of Global Governance.
She also highlights the convergence between Morocco and China in defending multilateralism, promoting international equity and justice, and advancing reform of the global governance system.
For Ambassador Yu, this convergence provides a foundation for stronger cooperation between Rabat and Beijing, particularly within the United Nations and other multilateral institutions, on issues including climate change, food security and the energy transition.

September 1, 2026 marked the first anniversary of the launch of the Global Governance Initiative by President Xi Jinping. What progress has been made, and what are the main results achieved over the past year in implementing this initiative?
Ambassador Yu Jinsong
On September 1, 2025, at a pivotal moment coinciding with the 80th anniversary of the founding of the United Nations, President Xi Jinping officially proposed the Global Governance Initiative, based on five fundamental principles: equality among sovereign states, the rule of international law, multilateralism, a people-centered approach, and an action-oriented approach.
Over the past year, the Global Governance Initiative has gradually taken root in the consciousness of countries around the world. It has evolved from a Chinese proposal into an international practice and has already produced fruitful results.
First, the Global Governance Initiative has helped build broad international consensus. It has received support and positive responses from around 160 countries and international organizations. More than 60 countries have also joined the Group of Friends of Global Governance, creating strong momentum for reforming and improving the global governance system.
It is particularly important to note that Morocco was among the first countries to express its support for the Global Governance Initiative. As a founding member, Morocco also joined the Group of Friends of Global Governance, playing an important role in implementing and further developing the initiative.
Second, China continues to contribute its wisdom and efforts to the reform and improvement of global governance.
Over the past year, President Xi Jinping has delivered important speeches at a number of international and multilateral events, explaining the contemporary relevance and practical significance of the Global Governance Initiative in light of developments in the international situation and the various challenges facing the world.
China has also successively released the Concept Paper on the Global Governance Initiative, as well as a white paper entitled “A More Just and Equitable Global Governance”, and proposed nine priorities for advancing global governance reform. These proposals have received broad support from the United Nations and the international community.
Third, we have taken concrete steps to turn the Global Governance Initiative into tangible results.
The purpose of launching the initiative is not to engage in fruitless debates, but to encourage all countries to move from discussion to action.
With China’s support, the International Organization for Mediation officially began its operations and successfully settled its first international maritime dispute.
In addition, the World Data Organization and the World Organization for Cooperation in Artificial Intelligence were successively established in China. Dozens of countries have joined them, contributing to the improvement of global governance.

You have highlighted Morocco’s strong support for and active engagement with the Global Governance Initiative. In your view, how can China and Morocco deepen their cooperation in this framework?
Ambassador Yu Jinsong
Morocco is a major country in Africa and the Arab world, as well as an important member of the Global South.
Morocco’s strong support for and active engagement with the Global Governance Initiative reflect a strong convergence between China and Morocco in defending multilateralism, promoting international equity and justice, and improving the global governance system.
China highly values this position and is ready to work with Morocco to translate this consensus into concrete results of cooperation.
On the one hand, China and Morocco should work together to uphold and promote genuine multilateralism, support the central role of the United Nations in international affairs, encourage greater democracy in international relations, strengthen the representation of Global South countries within the global governance system, and amplify their voice on practical issues and international affairs.
On the other hand, under the framework of the Global Governance Initiative, the two countries can develop practical cooperation within the United Nations and other multilateral institutions.
This includes, in particular, addressing global challenges such as climate change, food security and the energy transition, by exploring avenues of cooperation and governance approaches that are suited to the realities of developing countries.
The objective is to ensure that peoples in all countries can benefit from the fruits of global governance in a broader and more equitable manner.
The Global Governance Initiative is not a closed mechanism.
As founding members of the Group of Friends of Global Governance, China and Morocco can encourage more partners to join, mobilize the wisdom and capabilities of a greater number of countries, and work together to reform and improve the global governance system.
China-Morocco cooperation, in itself, carries a positive significance that goes beyond the framework of bilateral relations.

What is the relationship between the Global Governance Initiative and the other global initiatives proposed by China? What significance do they hold for the future of humanity?

The Global Governance Initiative, together with the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, proposed by President Xi Jinping, form an organic, integrated, interconnected and complementary whole.
Together, they constitute a major practical framework aimed at building a community with a shared future for humanity.
The Global Development Initiative seeks to bridge the development gap and promote development that is more inclusive, balanced, participatory and sustainable.
The Global Security Initiative, meanwhile, aims to address the security deficit and advocates a concept of security that is common, comprehensive, cooperative and sustainable, with the goal of building a world of lasting peace and security for all.
The Global Civilization Initiative seeks to deepen exchanges and mutual learning among civilizations. It calls for respect for the diversity of civilizations and the shared values of humanity, as well as dialogue among cultures, in order to promote harmonious coexistence among different civilizations.
The Global Governance Initiative, for its part, seeks to address the global governance deficit and promote the establishment of a global governance system that is more just, equitable and rational.
Each of these four initiatives has its own focus, but they are also closely interconnected. Each addresses, from a different perspective, a fundamental question: “What kind of world do we want to build, and how should we build it?” — respectively from the perspectives of development, security, civilizations and governance.
These initiatives form an integrated framework in which each reinforces and complements the others. They are not separate policy proposals, but all converge toward a more ambitious objective: building a community with a shared future for humanity.
Through the launch of these four global initiatives, China is neither seeking to advance its national interests alone nor to create an exclusive bloc.
Rather, its ambition is to offer Chinese wisdom and Chinese solutions to the common challenges facing humanity.
We firmly believe that despite differences in political systems, cultures and levels of development among countries around the world, all peoples aspire to peace, development and a better life.
In the face of global challenges, countries should not be competitors locked into a zero-sum logic. Instead, they constitute an interconnected community sharing a common future.
As the implementation of the Global Governance Initiative continues, it will inject strong momentum into the building of a community with a shared future for humanity and open up broad prospects for global peace and prosperity.
