Bourita underlined that today’s world does not lack minerals, nor rare earths. “What is missing is responsible development, a language of trust between nations, a transparent framework where partnership replaces dependence and value chains that distribute prosperity rather than concentrate on risks,” he pointed out.

Thus, he called for a “loyalty pact between producers, processors and users, founded not on ideology, but on strategic respect and sovereign balance.”

“Africa must be at the heart of the pact between producers, processors and users,” Bourita added, recalling that His Majesty King Mohammed VI, may God assist Him, had stated, in the Royal Message addressed to the participants of the 2025 “Ibrahim Governance Weekend” Forum that “since Africa accounts for 40% of the world’s reserves of raw materials, and for 30% of the planet’s strategic minerals, in addition to having significant mineral, energy, water, agricultural, and biological resources, we can no longer allow our continent to be a mere exporter of raw materials.”

The minister called for “investment in infrastructure, capacities and governance in Africa in order to transform its natural wealth into sustainable economic growth, job creation and long term prosperity for its peoples.”

“Current mining globalization is neither free, nor fair, nor resilient,” the minister stressed, adding that this globalization has “transformed what should be a common foundation for global progress into an instrument of unilateral pressure. It is not simply a supply chain problem, but a structural imbalance.”

“If this century is to be marked by critical minerals, let it also be one of reliable partnerships, mutual respect, and shared stability,” Bourita concluded.

On the sidelines of the meeting, Bourita signed a Memorandum of Understanding with the United States regarding cooperation in the field of critical minerals and rare earths.
