From Moscow to the World: Hammouchi Outlines the Foundations of International Security Based on Trust and Fair Cooperation

At a critical juncture marked by the rise of transnational security threats, Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance in Morocco, chose the platform of the Moscow International Security Forum to deliver a clear message to the international community: collective security can only be achieved through fair cooperation and effective coordination among states.

In his address to senior security and intelligence officials from around the globe, Hammouchi emphasized the urgent need to build a unified and indivisible global security system. This system, he argued, must rely on the immediate and secure exchange of intelligence information, as well as swift responsiveness to threats as they emerge. Speaking candidly, he asserted that the world can no longer tolerate unilateralism or dominance in the field of security, insisting that the principle of “win-win” cooperation must be the foundation of all international security partnerships.

Hammouchi underscored that early warning mechanisms, shared responsibilities, and the exchange of expertise and intelligence are no longer optional, but rather necessities dictated by the nature of current security challenges, including cross-border terrorism, organized crime, and cyber threats.

Outside the forum’s official proceedings, Hammouchi held intensive bilateral meetings, particularly with senior officials from the Federal Security Service of the Russian Federation (FSB), reflecting the level of international trust placed in Moroccan security services. These meetings served as a valuable opportunity to deepen bilateral partnerships and explore new prospects for operational coordination in support of both regional and global security.

Morocco’s notable participation in the Moscow Forum goes beyond a mere official presence. It signals a clear strategic leadership, demonstrating that the Kingdom is not only focused on securing its own internal safety but also embraces a broader responsibility as a pillar of trust within the global stability architecture—thanks to its advanced security apparatus and highly skilled human resources.

From Moscow, Hammouchi laid the groundwork for a new equation in international security thinking: there can be no security without fairness in cooperation, and no stability without partnerships based on trust and equality.
