Morocco remains committed to joint African action in service of Africa’s noble causes and the vital interests of its citizens. The African Union (AU) Summit in February 2025 addressed several key issues, including peace and security, continental integration, health security, climate change, and the renewal of the AU Commission’s leadership.
A notable aspect of this summit’s agenda was the absence of the Moroccan Sahara issue, which represented a significant disappointment for the adversaries of Morocco’s territorial integrity. By doing so, the African Union reaffirmed its firm stance on focusing on the continent’s urgent priorities and real challenges, steering clear of any political exploitation aimed at serving narrow agendas and questionable intentions.
As in previous years, Morocco’s participation in this session was marked by a substantial contribution and significant added value, whether in meetings or high-level events covering various topics. In this context, Morocco took part in the AU Peace and Security Council meeting at the level of heads of state and government, discussing the situation in Sudan and the crisis in the eastern Democratic Republic of the Congo. During this meeting, the Council unanimously endorsed Morocco’s proposal to establish a humanitarian truce in Sudan during the holy month of Ramadan to ensure the unrestricted and non-discriminatory delivery of humanitarian aid.
Morocco also participated in a high-level meeting on health financing, where it announced a significant contribution to strengthening health security on the continent.
It has been eight years since Morocco rejoined its institutional African family. While this may seem like a short period in the lifespan of multilateral institutions, it has been enough for Morocco, thanks to a forward-looking and proactive royal vision, to reaffirm its position as a key player within the African Union. Moroccan initiatives have gained broad support, enhancing its credibility and the trust of influential forces within the organization.
In this regard, in 2018, the African Union appointed His Majesty King Mohammed VI as the AU Leader on Migration, and Rabat was chosen to host the African Migration Observatory. Additionally, the royal initiatives on climate issues, launched during the 2016 African Action Summit, continue to serve as a reference model for African nations in their quest to develop an African-led approach to tackling climate challenges.
Moreover, Morocco was elected as a member of the African Union Peace and Security Council for two terms, 2018-2020 and 2022-2025, during which it chaired the Council three times. Morocco launched innovative and concrete initiatives inspired by the royal vision to serve the interests of African citizens in the fields of peace, security, and development.
In this context, the “Tangier Declaration,” issued during the Tangier Conference on Peace, Security, and Development, received unanimous approval at the African Union Summit. It marked a pivotal moment in reviving the integrative approach between peace, security, and development as a comprehensive and balanced response to the continent’s security challenges. The declaration successfully unified efforts among various stakeholders, including member states, financial institutions, regional economic groups, UN agencies, and civil society organizations.
Morocco launched a specialized program to train AU election observers to support democratic processes across the continent. It also successfully secured the presence of highly qualified Moroccan professionals within key AU Commission structures, including the position of Director-General of the Commission, a strategic administrative role, alongside other significant posts.
Furthermore, Morocco assumed leadership and vice-presidency roles in several key AU bodies. At the ministerial level, it chaired the Specialized Technical Committee on Economic Affairs and served as Vice-President of the Specialized Technical Committee on Public Service, Local Authorities, Urban Development, and Decentralization. Additionally, Morocco chaired the Subcommittee on Economic Affairs and held the vice-presidency of the Subcommittee on Environmental Issues.
With its deep-rooted historical ties to the African Union as one of its founding members, and its unwavering commitment to serving Africa’s just causes, Morocco continues to play a crucial and effective role in joint African action. Within the intergovernmental process, Morocco actively addresses the ongoing challenges facing the AU, particularly in strengthening good governance at both the administrative and financial levels and countering any attempts to hinder the reform process within the organization.
Morocco’s efforts within the AU are primarily focused on realizing the royal vision of placing Africa’s noble causes and the vital interests of African citizens—particularly in peace, security, and development—at the heart of the continental agenda. It also aims to provide Africa with effective leadership capable of amplifying the continent’s voice on the global stage.
