Key points of the speech of MFA Nasser Bourita during the 11th ministerial meeting of the Global Coalition to Defeat Daech, held on Monday, September 30 in Washington

1. In accordance with the High Instructions of His Majesty King Mohammed VI, may God assist Him, and driven by an Afro-optimistic vision that anticipates the challenges but also takes into account the potential, Morocco is positioning itself as a key partner in this fight, notably through its role as co-chair of the Global Coalition’s Africa Focus Group, alongside the United States, Saudi Arabia and Italy.

2. The creation, 10 years ago, of the Global Coalition to Defeat Daesh was a “game changer”, helping to largely annihilate Daesh’s capabilities in the Middle East. However, despite the successes achieved in the Middle East region, terrorism has redeployed to other regions, notably Africa.

3. Hence the crucial importance and urgency of placing Africa at the center of the global fight against terrorism, given the alarming rise in terrorist activity on the continent and the need to support the efforts of African countries in this area, in order to guarantee security and stability on a global scale.

4. This global response must be guided by the principles of solidarity, sovereign equality and shared responsibility, bearing in mind that the concept of “African solutions to African problems” must not be used as a pretext for non-action by the international community. Indeed, terrorism is a transnational threat that requires a global and concerted response.

5. Morocco’s commitment to its African brothers is unquestionable . Based in Rabat, the United Nations Office of Counter-Terrorism has trained over 1,500 African experts in less than three years, thereby strengthening the continent’s capacity to confront this threat.

6. Victory against terrorism worldwide is fundamentally linked to victory against terrorism in Africa.
