Russia-Africa Partnership Conference: Bourita Emphasizes African Decision-Making Independence and the Need for Equitable Partnerships

As part of the first Russia-Africa Partnership Forum, Morocco’s Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, Nasser Bourita, delivered a speech at the ministerial conference held in the Russian city of Sochi on Sunday, November 10, 2024. His remarks underscored Morocco’s vision for balanced international relations and highlighted the importance of enhancing African decision-making independence and reaffirming the continent’s place on the global stage.
Bourita stated that Africa is not merely a receiving continent but an important and active voice in international affairs. He noted that the world increasingly needs Africa due to its resources and significant demographic diversity. He added that Africa possesses immense wealth and a rich history, being the cradle of humanity, with a promising future that can contribute to global economic balance.
The Moroccan minister expressed his appreciation to Russia for its growing recognition of Africa’s strategic role and value, emphasizing the need for partnerships characterized by mutual respect and equality. He stressed the importance of listening to Africa’s voice in the international community, respecting its countries’ sovereignty and territorial integrity, and maintaining strong relations among African nations as a fundamental element for achieving stability and development.
Bourita also urged international partners to abandon paternalistic approaches or the imposition of directives, pointing out that Africa is capable of addressing its challenges through its accumulated expertise. He warned against attempts by certain African countries to impose dominance over African decision-making without genuine legitimacy, considering that such actions run counter to the principles of African unity and serve narrow agendas.
Regarding the Russia-Africa partnership, Bourita noted that this partnership has considerable potential for growth and prosperity, emphasizing the importance of prioritizing areas critical to Africa, such as food and energy security. He expressed hope that cooperation between the two sides would yield concrete initiatives at the upcoming Russia-Africa summit.
In addition, the Moroccan minister highlighted several initiatives launched by Morocco to strengthen African integration, such as the Nigeria-Morocco gas pipeline project, which reflects the Kingdom’s commitment to supporting projects that contribute to comprehensive and sustainable development for the continent. Bourita concluded his speech by calling for partnerships based on genuine engagement between the parties, moving beyond aid to building tangible projects that enhance Africa’s economy and contribute to the prosperity of its people.
